Railway Safety Management Systems Expert

Raymond started his career with Canadian National Railways in 1980, where he occupied the positions of Station master and Rail Traffic Controller. After 10 years, he was hired by Transport Canada (TC) and became Manager of Railway Operations and Equipment for the Quebec region. He also acted as Health and Safety Officer for the administration of Part II of the Canada Labour Code.

Raymond has extensive knowledge of railway single-person train operations. Major files he handled for TC were the implementation of single-person train operations on the QNS&L railway. He was also deployed as lead investigator for the Transport Canada regulatory investigation into the Lac-Mégantic runaway train derailment in 2013.

Following this investigation, Raymond became an active member of Transport Canada’s National Multi-Modal Enforcement Team, which goal it is to review and improve enforcement practices and protocols. 

After retiring from TC in 2017, Raymond founded and incorporated his consulting firm, dealing with railway safety management systems, occupational health and safey, as well as general regulatory affairs. He presently works with different companies and stakeholders, enhancing their compliance strategies.​
